IRB The International Rugby Board (IRB) was founded in 1886. With its headquarters in Dublin, the IRB is the world governing and Law making body for the game of Rugby Union. | | RFU Since 1871 the Rugby Football Union (RFU) has been the governing body for the Game in England and membership has grown to comprise of approximately 2000 clubs, 27 Constituent Bodies (Counties), the Armed Forces, and Oxford and Cambridge Universities and Students.
